General Summary
This position will act as the central point-of-contact within the Hub to ensure all operations meet the contractual obligations of the “POLChem” program, including the applicable requirements specified by the US Department of Defense (DoD), Defense Logistics Agency (DLA), Defense Supply Center Richmond (DSCR), and Federal Acquisition Regulations (FAR). Critical operations performed by Hub and 3PL staffs affected by these unique requirements include receiving inspection, quality control, chemical storage, inventory control, labeling, marking, packaging, shipping, documentation, supplier management, and customer service.

Individual Responsibilities

  1. Assist with quality control review of incoming materials based on specifications detailed in the “Quality Matrix”.  Clarify the requirements and communicate to Hub Staffs.
  2. Coordinate government source inspection activities.  Interface with the local Defense Contract Management Agency (DCMA) representatives as necessary to schedule inspection events in the Hub.
  3. Coordinate 3rd party laboratory testing as required and for recertification or extension of shelf life for time sensitive materials.
  4. Perform supplier audits as directed by regional Operations Manager to ensure direct-vendor-delivery (DVD) suppliers conform to the requirements of the program.
  5. Track the status of backorders and assist with closure/resolution within the time constraints established in the contract.
  6. Ensure packages are marked and labeled according to MIL-STD-129P, MIL-STD-2073, MIL-STD-290F, and RFID requirements as applicable.
  7. Provide guidance to Hubs with respect to order fulfillment timing such that fill rates are optimized and freight costs are minimized.
  8. Ensure DoD-required shipping documentation is generated as applicable.
  9. Track Hub performance specific to DLA contractual metrics and key performance indicators (KPIs).
  10. Provide customer service & support to end users and prime contractor (SAIC) for quality related issues such as product conformance, labeling, and packaging questions.
  11. Investigate discrepancies / complaints, report findings, and help to achieve resolution. Document corrective/preventative actions/resolutions for all quality issues, and coordinate implementation of actions with involved parties.

Management Responsibilities

  1. Keep abreast of DoD standards and requirements affecting the Program and communicate pertinent information to the Program management teams and Hub staffs.
  2. Ensure optimum performance of the Program by recommending and implementing actions to improve productivity, increase effectiveness and reduce costs. Work with Program Representatives in other Hubs to standardize POLChem-specific processes and develop Best Practices.
  3. Coordinate activities related to projects identified by Program management teams; maintain project list; work with management to assign resources as appropriate.
  4. Promote and assist in development of Tier II suppliers and ensure they are meeting the needs of Haas and our customer.
  5. Help insure the Hub complies with all federal, state, and local regulations including OSHA, DOT, IATA and RCRA requirements.

Education and Experience
Three years experience in Quality Control, distribution/warehouse, JIT delivery systems, ISO, supply chain operations and purchasing/inventory control required. Experience with US Government standards and requirements associated with materiel supply desired. B.S. degree in Purchasing, Operations, Logistics, Warehouse Management, or related field desired.

Skills
Candidate must possess the ability to express ideas clearly, orally and in writing. Knowledge of inventory management systems and computer software applications (Excel, PowerPoint, Access, and Word) preferred.
